A number of measures were taken to facilitate the renovation of the country's car fleet and promotion of cleaner vehicles. In particular,

  • From 2017:

    • Excise tax on almost all types of vehicles increased by about 25% percent.
    • Excise tax was doubled to 10-years-old cars.
    • Excise tax was almost tripled for cars over 14 years of age.
  • From 2016 for less than 6 years of hybrid cars excise tax decreased by 60% percent.

  • There is zero taxation policy on import of electric cars.

  • The network of charging station of electric cars was created in the country.

  • In 2017, the excise tax on the import of petrol was increased 2 times and for diesel fuel almost 3 times.


These actions have contributed to an increase in
demand for newer and cleaner vehicles (Hybrid and fully electric cars) and the composition of imported vehicles has changed radically.For example:

  • Compared to 2015, in 2018, the import of gasoline cars decreased by 3 times.

  • In 2018, the import of hybrid cars has increased by 20 times compared to 2015. As a result, every second car from the imported vehicles in 2018 was a hybrid system or fully electric.
  • The trend of imports of electric cars is even higher. Namely:

    • In 2016 - 32 units;
    • In 2017 - 812 units and in 2018 - 592 units.
  • Compared to previous years, when the major share of import was Euro 2 and Euro 3 cars,in the last two years, the largest share of import was Euro 3, Euro 4 and Euro 5 cars.

  • In 2017, the share of import of Euro 5 standard was significantly increased in total imports.

  • In 2017 petrol and diesel fuel consumption decreased (about 10%).
